September Meeting to be held on September 22nd

The September 2010 Meeting will be held on September 22nd at 6pm at the Free Library Central Branch on the Parkway in the Skyline Room at 1901 Vine Street (between 19th and 20th Streets on the Parkway).  The Library is accessible by Septa bus routes #32, 33, 38.

At this meeting, the Commission will present and review their Land Use Committee's draft open lands protection ordinance.

  1. I attended the Commission meeting at the Free Library Sept 22nd, introducing the draft ordinance "Open Lands Protection Ordinance"

    The ordinance would appear to provide for procedures for Parks and Rec land transfer for other uses rather than protection of land.

    The exemption section provides for a broad range of land transferr without review as provided in the ordinance and without the discussed at meeting goal of "no net loss" of Parks and Recreation land.

    In particular 15-103 (2) provides exemption for land transfer and change in use for a use permissible under Pennsylvania Law. This is a huge opening for a wide range of uses that would not in any analysis be land protection.

Parks and Recreation has advised the Natural Lands Trust (NLT)that the city intents to proceed with the taking of the Mnatawna Farm hayfield from use by WB Saul School as a sustainable hay field/meadow wildlife habitat, for use as intensive agriculture, "as a right" without regard for the proposed land use ordinance or the proposed Roxborough Conservation District.
    The presentation of the land use ordinance titled "Open Lands Protection Ordinance" would appear to be a sham.
    Parks and Recreation has advised NLT that work will commence on the hay field this May.
